Well I am old -  very old today as we had open house last night - so very tired --

but I  was taught (in library school in the 60s)  to cite the city closest to the 
library...and also not to cite the state if the city was well known - such as New 
York, Chicago, Los Angeles, etc.

Regarding citing city of publication:
 
 MLA Handbook says to cite only the first city, if more than one is listed.
 
 Teachers and my co-librarian insist they were taught to cite the one
 closest to where you live, and have been teaching it that way here for years.
 Is this an old way it was done a generation ago?  
 
 It does not make sense to me.  No matter where you live,
 the citation should be the same.
