[LM_NET] Information and Communication Technology - just what is it?

I've been doing some reading about "Information and Communication Technology", but 
I can't get a real simple, clear definition of what it is about. It appears to be 
occuring under this name in Europe and Australia. It appears to be a way of 
integrating technolgy into research and learning like the new Standards for the 
21st Century Learner from AASL and the NETS from ISTE.

So, if someone out there is an Information and Communication Technology instructor 
or expert, would you please share with me what it is you do?
