I'd be curious about the way their libraries are organized, what classification system they use, as well as what their reference section looks like. Do they have a separate reference section? What does a reference book look like in Japan? Does Japan have a Japanese equivalent to the Encyclopedia Britannica, a translated version, or does it have it's own definitive, authoritative reference source? Does it have a Japanese version of the OED? What reference sources do Japanese people rely on the most? What about their websites? Do they have subscription databases? Do they rely on any English-only sources? Is there reference segregated or integrated into the collection? What do kids' sources look like? What do kids' books look like? How large is their manga and graphic novel collection in the library? Is it larger than ours since they are the inventors of manga? How large are their collections as a whole? How popular are libraries to begin with? How much do people rely on library services in Japan? What do they primarily use libraries for? Are children introduced to the library as little kids? Do they have story time? Are librarians in Japan trained specifically as children's librarians, public librarians, medical librarians, business librarians, etc.? Or are they trained as generalists? Do they think like Western librarians and are they as passionate, political and advocates as this group is? Do they have their own listserv?
