[LM_NET] Target:K-12 Sustain Silent Reading or DARE-Data needed

I am in need of hard data or articles that show the following:
 
For Sustain Silent Reading or DARE
 
1.  Best Practices to make it work
2.  Data that shows it works or that is doesn't work
3.  I am interested in this information at all levels K-12 as we are a
unit school.
 
I realize that members of this listserve may have individual feelings
about the programs but I am really just needing the data at this moment.
Our Reading Focus Committee needs this information.
