Implementation, implementation. Teachers need to implement the AR program, not just 
have students read books and take tests. There is so much more to it. To be brief 
and focus on just this problem, all students should have reading logs that they 
fill out while reading the book in class. This log would reflect pages read, etc. 
per day. Teachers should meet regularly with each student, reviewing what is going 
on in their reading, among other things. No filled out log, no test allowed to be 
taken. No students are allowed to take AR tests except in their English class or 
controlled and monitored environments where they can't just sit down and take tests 
on books they haven't read or cheat with a friend's assistance. The company 
strongly encourages teachers to get students to score 90% or higher. Your skimming 
students would need to be held accountable for lower scores and why their "Enron" 
pages accounted for on their logs is not adding up. No log, no test. This would all 
help immensely. I would also encourage the other AR practices be implemented. My 
humble, but experienced opinion.

I had one teacher who was concerned about his students using "Cliff  
Notes" and "SparkNotes" instead of reading the book.  Together we  
compiled a list of high quality novels for which no Cliff Notes/ 
SparkNotes exist.  Consequently, a customized test was created for  
each book.

P.S.
I also compiled a bibliography of novels for which no movies have been  
made.
