[LM_NET] cataloguing Q

I am taking an online cataloguing course and I am VERY confused about what page you 
start with to put in the 300a field? Is it the title page or the page after?  
Another question-what is the easiest way to figure out if the book has plates if it 
is an online book that I am looking at. Sometimes it says plates but other times it 
does not. Can anyone help me??!!! My first assignment is DUE next week.
