Sorry it has taken so long to post this hit.  I kept getting such great ideas and 
they kept coming in, so I decided to wait.  Thanks for your responses.  These 
suggestions are paraphrased, as there were many ideas that were similar.  

Accept the joyful fact that students like to come to the library!

If students are not doing 'library related' activities, deal with them on an 
individual basis and ask them to leave if it is too crowded

Limit the number of students per table

Have a sign in page with X number of slots and when the page is full, turn students 
away

Check fire codes

Have principal set a limit and then turn others away

No talking

Give a certain number of passes to gym and cafeteria monitors each day to send 
students to the library

Document the numbers for proof

Enlist the aid of student helpers

Have a rotating schedule/8th graders on even days and 9th graders on odd days

Have an activity table/area....puzzles, games, etc.
