I'm unsure why the author of the memo referred to it as somehow replacing
MLK, Jr. Day.

January 16 (or the Friday before it, if Jan. 16 falls on a weekend) is
referred to in Washington statutes as Temperance and Good Citizenship Day.
This appears to be a long-standing WA statute, dating, it appears, back to
the days of Prohibition:

Prohibition went into effect nationwide on January 16, 1920, one year after
the ratification of the Eighteenth Amendment.
