[LM_NET] GEN: got the handicap access answer

Thanks to everyone for responding to my question re the legal regulations for 
handicap access in the stacks.  The legal requirement is 36" but the suggested 
distance is 42".  I believe the 42" is what I will use.  It will improve visibility 
from the circ desk during checkout time and meet the needs of all students.
