Video production

I am a high school LMS in a building seeking to develop our video production
and editing capabilities.  Basicially, I think we are at the stage of going
from nothing to something.

I have two questions:

1.  I have been seekiing information for a year or so on establishing a
low-cost  video production and editing lab.  Has anyone recently established
such a facitlity ?

2.  Is it now possible for us to leap-frog standard tape editing  technology
and go directly to some sort of computer-based video editing (again for a
reasonalble cost)?

I would very much appreciate hearing of experiences in this area.
