I have no fear that this issue will prove to be one of great importance and
discussion so I will keep this short.  Betty's question is significant to the
justification Districts use for such changes.  Yes there is usually cut not
only in benefits but pay as well and the civil service librarian does not have
to have teaching credentials.  What Districts fail to present to the community
is the fact that Civil Service Librarians are not permitted to teach.  How then
will our elementary age students develop the foundation they need to build upon
to become skilled seekers and users of information?  When students will need to
handle more advanced research assignments, will they have the ability to handle
them? or will the Library Media Specialists at the upper schools have to
concentrate on rather than reinforce the basics.  Thereby cutting into precious
time needed to develop information gathering techniques of a more complex
nature.

In my District, I have seen a positive gain as School Library Media Specialists
were appointed to all of the elementary schools.  Any school district that
erodes this status will definitely reap the negative rewards.  Or better said
would be that their children will "reap the rewards." :-(
