Decision Making in Schools

I am a media specialist in a high school and a member of a
committee charged with designing a governance structure for
running our high school.  I need any reference sources,
contacts, examples, and thoughts on designing a structure and
process for making decisions in a high school setting. This
could involve anything from a faculty senate to empowered
department heads. Please share anything you can.
