Some comments and questions:
[1] why does every student need equal time in the library each week? is
it life-threatening if they use library resources three times one week
and not for the next two?
[2] review the research: cooperative program planning and teaching with
flexible scheduling affect student achievement to a markedly different
degree than scheduled classes [see What Works: Research about Teaching

[3] review the research on reading to support student choice [see The

[4] remember the results of research in staff development: you are
looking at a 2-5 year implementation cycle.
