serials numbering

I need the expertise of this group.  I am involved with a state
technology organization which publishes a juried journal.  After 30 odd
years the title has been changed.  The question now becomes--do we
continue the volume and issue numbering scheme or begin with volume 1,
no.1.  None of library science classes ever covered being involved in
this kind of decision!  My periodicals were a small collection and I'm
sure not this would have distubed me too greatly.  But, how will it
affect (or will it) a serials librarian?

Any insight from this group will be appreciated.
