In the latest Phi Delta Kappan (February 1995), p. 452 - 461,  please,
please read LIVING WITH OREGON'S MEASURE 5; The Costs of Property Tax
relief in Two Suburban Elementary Schools / by Gregory A. Smith.

In this article, the author gives a great comparison of a have and
have-not school facing severe budget problems.   The elimination of the
elementary librarians, and the impact on instruction, is CLEARLY
detailed, very articulately.   In the "have" school, the librarian is
interviewed and does a good job at explaining concisely just what he
does.
 Check especially the section at the bottom of p. 455.
