k-12 Internet Hook-up Funding

We are forming a consortium in our area to deal with Internet problems
especially for our K-12 schools. Step one is to determine the least expensive
way to get hook-ups into our buildings.
This group has evidence of users out there who have Internet up and running in
schools, and very effectively.
Can you give us any ideas as to how you handled the expenses of doing this?
