LM_NET: Library Media Networking

Another request for help from the wonderful LM_NET group. I want
to provide dial-up access to databases (CD ROM or loaded on a
hard drive) to the 17 school districts that are members of our
school library system consortium. Does anyone currently do this?
What hardware/software would be required? Would it be best to
dial into a Novell network for access? Are there recommendations
for the ratio of telphone ports/users? Thanks in advance for any
