Rubric of Technology Use

I have been asked to put together a rubric to assess how we are doing with
instructional technology in our district. I have several books on assessing
the use of technology, but would like some advice from some of you who have
rubrics or other forms of assessment in place. What really works for
assessing the use of technology?
