Thanks to all who responded to my question about drug abuse statistics.
Here is the source of information that will provide the
answers:

[The U.S. Department of Justice publishes a book called SOURCEBOOK OF
CRIMINAL JUSTICE STATISTICS by year.  Included in the book are
statistics on the rate (per 100,000 inhabitants) of drug-related
arrests in cities over 100,000 population.  Another table lists the
drug use by arrestees in 21 U.S. cities.  The Bureau of Justice
Statistics could probably help you with all types of statistics.
