I have had similar things occur in which the teacher would not let the
child check out a book (no words, too easy, etc.)  Never have I had one
make a value judgement on the quality of the book in front of the entire
class.  Currently we have open access and most of the classes do not have
a scheduled check-out time.  Many students come every day to exchange
their books.  If for some reason the teacher should object to the book
(and under this system, there is less chance of that happening), I let
the student take out two books, one for him/her to read for pleasure and
one to make the teacher happy.
