TECH: PC Users

Fellow LM_NETTERS, my "techie" neighbor asked me a question, which I was
totally  unequipped to answer. Could anyone provide an answer? Here goes:
For newsgroups and email lists, is there a simple way to download your
messages (in a way similar to QWK packets), read and compose replies
off-line, and then upload your reply packet? TIA
