GEN: Looking for free/cheap books

A friend whose twins will be moving on to 6th grade in a public school with
no library budget and a very few, mostly outdated books is horrified.  She's
looking into ways to find sources of (almost) free/cheap books for
middle-schoolers, to start the ball rolling so that, hopefully,the situation
will be reevaluated..  We've got remainder catalogs galore but more than a
few of those titles are too expensive.  Any ideas?  Organizations?
