Elem book title

Hi to all- In line with the recent request for books about handicapped
youngsters, does anyone recall the title or author of a lovely oversized
picture book from 10-12 years ago about a little boy who was born without
wings in a world where able-bodied people could fly? With much support and
love from friends and family, he sets out to build roads and bridges to
provide access to the clifftop school, so he can attend. He receives help
from a wise older man whose wings "don't work any more" and others. I would
