TECH: Converting to PICT files

Hi--
Can anyone explain how to convert a jpg or gif file to a PICT file.  We
would like to use some of the backgrounds, etc. available on the Internet
with the mPower program.  Do we need specific software, and if so, do you
know the source of the software.  TIA.
