Security for Windows 95

We just got a new, fancy (for us) computer with Windows 95.  Our first
concern is keeping kids from getting into the program manager (or
whatever it's called in this version).  Does anyone have suggestions or
advice?
We managed to disable parts of the program manager for our old Windows
program, but our tech support person says that is  "too complicated" for
this version.  Help please!
