Internet access for Elementary Media Centers

Hi LM_NETTERS!

Are there any Elementary Media Centers out there with internet access? If
yes, please answer a few questions for me:
1.How do you fund the cost(Ii.e. phone line installation, monthly phone bill
and internet access provider)?

2. How do you plan or budget for the continued cost? Do you limit use to a
certain # of hours a month?

3. Did anyone write a grant to fund your internet cost?

4.Do you know if any providers give special rates to schools?
