Job change and salaries

Just curious. . .I am noticing job postings, and I began to wonder about this:
Have any of you who are at the top of your salary scale and need to or want to
find a different library job having difficulty because you are expensive??

Part II:  Have any of you who have been involved in hiring someone to fill a
library position found this to be an issue??
