Email program with =numbers

Would someone please tell me what email programs people are using who
post messages with all of those annoying ( = number)messages in the
middle and end of lines/paragraphs.  Several recently also end with long
lines of 3D=3D?  Is there a way to configure my email program to
eliminate those?  I've found them so disjointed that I just skip the
posts.
