    OK....my shot from my hazy childhood memory:

  30 days hath September,
  April, June, and November.
  All the rest have 31
  Except February which has 28 in fine,  (time?)
  Until Leap Year gives it 29.

    My wife showed me a book ("What Your First Grader Needs to Know")
that has this version:

   THIRTY DAYS HATH SEPTEMBER

   Thirty days hath September,
   April, June, and November;
   All the rest have thirty-one,
   Excepting February alone.
   And that has twenty-eight days clear,
   And twenty-nine in each leap year.
