We have as many pros as cons for both sides of the issue.  If you are
using a cd-tower on a network you have technical support issues
particulary with monthly updates.  In our case getting technical support
is next to impossible (too many computers, too little staff, too little
training, too little time)  CDs are also out of date for the current
topics by the time them come in the mail.

Online involves less technical support but if your equipment will not
support Netscape or  the like, forget it.  It is very difficult to search
if you only have text access.  That really bugs me since the important
data on these products is the text and not the pictures.  We have tried a
number of products online and experienced the same problems.  Our best bet
is to win the lottery so that we can upgrade all the district's equipment
and then we would concentrate on online products.
