We had a similar problem, but with students rather than parents. Last year, 2 students voluntarily put up the original school home page. They did an excellent job on it. This year, however, they decided to put a large copyright notice with their names as copyright owners. Meanwhile, I had been given responsibility for the home page & Internet use. I explained to them that copyright was a legal, contractual matter. They could not legally claim ownership for the home page of a public school. They did not pay the phone bill nor the Internet service provider. They did not provide the computer, modem, building, software, etc., used to produce the home page. They did not set Internet policy--the School Board's policy was already in the District's Policy Manual. They could not claim legal ownership any more than I could. They decided to discontinue their work on the home page & my supervisor chose to allow them to remove all content. The home page became my responsibility & I developed a new one from scratch.
