HS: AUP monitoring

I need some suggestions for monitoring  the students using the Internet.
This will be our first year using an AUP.  Our high school has 1,000
students.  The media center has 12 computers on a network which also
includes access to CD-ROMs.  How can I determine (easily) if a student has
permission to use the Internet?  I have thought of coding the student ID
cards.  I would appreciate your help and experience.
