Internet usage

Until our system became Windows based, we had two classes of users. One who
could access Windows and the Internet and One that could only access our DOS
programs.  Now we have Windows and need assistance on setting up two classes
of users--We have Novell 3.12 server and a Windows NT server--Students
access the Novell thru Microsoft Networks.  Our Technology person is told
that everyone is letting everyone access the Internet.  I do not think this
is true but how is access limited.  We have AUP and some parents would like
to keep some students from accessing the internet. Any help will be appreciated.
