Target:Title by Vonnegut

A teacher asked if I knew the name of a book or short story by Kurt
Vonnegut that had a character named Billy the Pirate. I read V. in
college but that was many moons ago and I don't have the research books
here to look it up. Is it familiar to anyone? He and I would greatly
appreciate your help.
