LM_NET: Library Media Networking

Good Morning!
I know there has been discussion on this topic previously and I initiated
some of it, but now I'm getting down to the actually making a decision.
My lab of 25 PCs with Windows 95 has 2 workstations that are connected to
the Internet.  I am trying to determine the best solution for connection
so my staff can have access.  I originally thought that downloading sites
onto my server and making it into a webserver was the answer, and now am
looking into using a router so all 25 workstations have access.  I have
heard about some of the problems with both and am looking for input from
those of you who have either of these in your school.  Any and all
guidance would be very helpful.  Thank you.
