LM NETters and Missi:

It is my understanding that Missi is right when she says that pretaping
under most circumstances (that is, under Fair Use Guidelines) is not
  allowed.

"Cable in the Classroom is a public-service initiative of the cable
television industry. It is a joint project of local cable operators and
national cable programmers to provide schoos with basic cable service and
more than 540 hours of commercial-free educational programming each
month....There are no viewing requirements for using Cable in the Classroom
programming. Educators [that's me!] decide which programs to use and when
to use them. Copyright clearances allow teachers to tape and replay many
programs -- [designated programs] are commercial free, and may be taped and
saved for classroom use" (Cable in the Classroom. May 1998. page 2).

I know this does not explicitly state that we may tape on speculation, but
I believe that is the intent AND I believe that if there were any
restriction on spec taping it would be mentioned right here.

This is far from a complete answer to Missi's (quite legitimate) concern.
Anybody else have something to add? Hope so!
