The Digital Millenium Copyright Act of 1998, S. 2037, passed by the U.S.
Senate unanimously in May, 1998.  This bill would provide a safe harbor
     exemption from copyright infringement liability if the linking site:

    - does not have actual knowledge that the linked site contains
infringing material;
    - is not aware of facts or circumstances which make it clear that the
linked site contains infringing material;
    - does not benefit directly from the linked site=EDs infringing activity=
;
and
    - responds promptly to remove the link to infringing sites.
