Let me just add this to my previous posting.  There is a difference in a
person who will learn what needs to be learned and a person who is merely
just there.  There is a difference in a person who creates a strong program
and brings along the students , staff, and administrators with it and
someone who merely checks out books.  The person without training has a huge
job: that of running her program and that of getting the education needed at
the same time.  No-one is implying that all situations are the same.
