I don't think there is much the union can do. It is (generally) the state
that sets requirements and, at least in your state, Oregon, the state does
not require schools to have certified library media specialists.
Therefore, the district can do pretty much do as it pleases. The union
can make a fuss if math or English is downgraded because those
disciplines must meet certain requirements as per the state. It's
often different, however, when and where media services are
involved.
