No, you have not missed anything.  California is VERY short on certificated
library media teachers.  I was so happy to see ANY attention to the subject
that I overlooked that lapse in the Bee.  While, in all fairness, I know,
and know of, non-certificated people doing excellent work in some school
libraries in California, it is nonetheless the case that the state is
notorious for its failure to assure that school libraries are  managed by
certificated personnel with the formal training appropriate to the
position.  There are many, many people on this list who know MUCH more than
I do about this whole issue.  Perhaps some of them will write to the editor
of the Sacramento Bee to fill in the gaps in the stories.
