Colleagues:

We're a 7-12 school of 350 students with block scheduling. We have seminar
during our three lunch shifts. We also have Channel One. I show Channel One
at the beginning of the first and third lunch shifts. Students are not
supposed to come to the library during the first showing, but after that
I'm busy the whole time. So that the library is not turned into the social
center, we limit passes to 20 per day, and I reserve the right to ask
students why they are coming to the library when they get their passes in
the morning. I also have a 20-station computer lab next to the library,
with a full-time aide supervising it, and she also issues up to 20 passes
per day. So far this seems to work.
