Thanks to all who have answered my request for picture books to illustrate
the core democratic values.

The following were recommended by Isabel Lovitt:

The voice of the people : American democracy in   action / by Betsy Maestro ;
illustrated by Giulio   Maestro. This is a basic guide to voting and the
election   process in the United States. 4-8. Includes many illustrations.

House Mouse, Senate Mouse / by Peter W.   Barnes and Cheryl Shaw Barnes.
Includes :  Historical Notes for Parents and   Teachers; and, How a Bill
Becomes Law.
This book is about our nation's Capitol building   and the legislative
process.  The Squeaker of the   House and the Senate Mouse-jority Leader have
a big job.

Marshall, the courthouse mouse : a tail of the U.S.  Supreme Court / written
and illustrated by Peter W . Barnes and Cheryl Shaw Barnes.  Marshall J.
Mouse must help his fellow Supreme  Court justices decide if they should ban
a law that   forces al mice to eat the same thing on the same  day;  teaches
children about freedom and the  Supreme Court judicial process.

Woodrow, the White House mouse / written and  illustrated by Peter W. Barnes
and Cheryl Shaw   Barnes.  Woodrow, the White House mouse, was recently
elected president by the United Mice of America.    Learn about the nation's
most famous home with  Woodrow and his family as they work and play in  The
White House.
