Vendors for Library Cards

Our library uses laminated key-tag type cards for circulation - they are
about 1-1/2" X 2-1/2" in size and are barcoded.  The company we previously
used for these (S.S.I. Custom Data Cards) will no longer handle small (under
$2000) orders.  They referred us to D & K Laminex, which can do the job, but
wants to charge us twice what SSI ever did.  Does anyone have any
suggestions for vendors?  We only need 500-1000 cards to last us a few years
and don't have over $1000 to spend on this.
