Book Title?

I have seen other people with this type request but this is the first time I
have had one. A parent came in wanting to know the title of a book she
remembers a teacher reading in her elementary in the early 70's. Does anyone
recognize the description? A little girl from Earth moves to another planet
where it rains all the time ( possibly Jupiter) .The sun does come out for an
hour every 8 (?) yrs. but the children don't believe it. All they know is
rain. The calculated day for the sun to shine arrives and they lock the girl
from Earth in a closet. When the sun does come out they run outside to
play-forgetting the girl until they go back in when it starts raining again.
