Couple of things not everyone may know: 1) Clinton signed the HHS budget, which included this law, on Dec. 21. 2) It becomes law on Apr. 20. 3) I interviewed one of the ACLU attorneys, for an SLJ story, last week; she said that there's a lot of discussion going on as far as how to file suit, and the attorneys may decide to sue on behalf of public libraries instead of school libraries because the law will force filtering on adults in public libraries, and the ACLU feels they'll have a stronger case. However, Judy Krug of ALA's Office for Intellectual Freedom says that ALA wants to make certain the ruling will affect all libraries. 4) If you get e-rate money, & the bill becomes law, you MUST filter all terminals used by the public, & you can't disable the filtering for students under 17. (In this law "adults" means 17 & over). 5) The bill is an interesting insight into the emotions driving the authors. Text is not required to be filtered unless there's a local statute saying it must; the filtering affects only "visual depictions" that are "obscene" or "harmful to minors."
