This is up to each state. Not every minor party candidate can afford to get
on the ballot in every state, so they will pick those states which have
lots of electoral college votes AND are fairly easy to get on the ballot.

There is a Federal law about how well you do in primaries will determine
how much Federal $$$ you get for your campaign.
