GEN: Proposal for additional specialist

I have to write a proposal for the hiring of a new media specialist when  we
open our new high school in 2003.  Right now the plan is for me to
administer two libraries with assistants at 2 campuses.  I have finally
convinced my headmaster that we need a trained media specialist at each
campus in order to have a good program.  I need to give him a written
proposal to take to the finance committee.  If I do a good enough job I
won't have to be running back and forth.

Any one willing to share a proposal or hints would be greatly appreciated.
