Betty,

I work in a middle school library and what I have done is every term that
students' report cards are due, they are also given their overdue notices
for books. If they owe a book, they will not get their report card until
they return it or replace it. I also do inventory the last two weeks of the
school year because if they say they brought it back, it may be on the shelf
in a different location. I found several this way. Plus I wanted to make
sure they were missing before sending a letter to parents. It worked out
very well and either got the books back or the money to replace them.

If your administrator doesn't approve of the security, he/she should approve
of this to your solution.
