As I understand it, that's true *as long as the copy is
legally obtained*, which usually means purchased.

Off-air taping is subject to Fair Use Guidelines (basically,
can only be legally shown for two weeks) unless longer
use permission is specifically given.

That's one reason why I like the  Cable in the Classroom
newsletter; it not only says which curriculum-related
shows will be on during the coming month, but it
specifically notes those with extended use permissions.

So if a teacher has taped something off air, unless
they know of extended permissions or specifically
obtain them, they are extremely limited in how long
they can show the tape.
