Bush Seeks to Scrap Community Tech Grant Program

The Bush Administration on Monday proposed scrapping a program that handed
out $42.8 million in 2001 to help state and local governments and nonprofit
groups tap into the Internet and other high-tech networks. In its proposed
budget for fiscal year 2003, the White House said it would eliminate the
Technology Opportunities Program (TOP) because federal subsidies are no
longer needed to hook up communities to the Internet. ``With the expansion
of the Internet and related technologies into all sectors of society,
federal subsidies are not justified to prove the usefulness of such
technologies,'' the White House said in its proposed budget.
